Ruais Wants to Close Manchester’s Homeless Camp ‘Loophole’

Manchester’s police are hamstrung when dealing with the twin crises of homelessness and addiction, thanks in part to a city ordinance that allows homeless people to camp on public property, according to mayoral candidate Jay Ruais.

The lone Republican in the race to replace Democrat Joyce Craig, Ruais is backing an effort to change the city ordinance prohibiting camping on public property. Under ordinance 130.13, police cannot currently stop someone from setting up a tent on city property. That needs to change, Ruais said.

“We have a significant homelessness crisis in our city, and it is impacting the community at large. In order to make sure our businesses are thriving, and the quality of life for residents and visitors to Manchester is not threatened, we must give our police and first responders the proper tools to address this issue,” Ruais said.

Alderman At Large Joseph Kelly Levasseur is pushing a change to the ordinance to make it easier for police to keep people from sleeping on the streets. The ordinance currently prohibits the camps, but with a loophole: It allows homeless people to stay on the street if no shelter space is available.

Levasseur wants the Board of Aldermen to remove that exception, allowing police to enforce the camping prohibition. Camping on public property without a permit carries a possible $250 fine. Ruais said enforcing ordinances against camping is an important step toward addressing the city’s homeless problem.

“We must deal with this issue in a comprehensive way, one that includes enforcement of our ordinances, addressing the underlying causes of this crisis like addiction and mental health while increasing the availability of affordable housing. What we cannot do is govern in fear of lawsuits, and I support this proposed ordinance change,” Ruais said.

None of the Democrats running for mayor — Ward 1 Alderman Kevin Cavanaugh, Ward 2 Alderman Will Stewart, or Alderman At Large June Trisciani — responded to questions from NHJournal about whether they support closing the street camping loophole. 

Manchester has struggled for years with its homeless crisis. In 2021, the city had about 360 unsheltered people, according to the NH Coalition to End Homelessness annual report. According to city officials, that number has jumped to about 540 people this year.

Much of the homeless population lives in tents and shelters scattered throughout the city, leaving many residents feeling unsafe in their neighborhoods. Craig, who is seeking the Democratic nomination for governor, acknowledged this year that half of the city’s opioid overdose cases happen in homeless camps.

Last year, homeless man Richard Moore, 40, was arrested for fatally stabbing 75-year-old Daniel Whitmore, who was walking near his home, according to police reports. Whitmore lived close to a public rail trial where he reportedly enjoyed walking and which was close to another homeless camp.

After two people died in homeless camps last winter, and a woman was arrested for giving birth in a camp, Craig demanded the state step in to provide National Guard support to deal with the crisis, among other measures. The homeless mother charged with endangering her baby is Alexandra Eckersley, 27, daughter of Hall of Fame pitcher Dennis Eckersley.

Craig ordered some of the camps cleared this year in reaction to those events, moving about 40 people off the streets. Craig has been pushing a $1.4 million homeless center that will include 40 beds. 

The issue is expected to be front and center in the governor’s race next year if Craig defeats Executive Councilor Warmington for the Democratic nomination.

Asked recently about Craig’s candidacy, Gov. Chris Sununu replied, “Seriously, does anyone want the state of New Hampshire run like Manchester?”

Craig has attempted to blame Sununu and the state government for Manchester’s homeless problem.

“Manchester and communities across the state have been working to address the growing homelessness crisis for years, and mayors have repeatedly asked for the state to collaborate with us to find solutions,” Craig said in a May 2023 statement. “Our communities need a partner in Concord who understands that we can only solve this homelessness crisis if we all work together.”

AG Asked to Review Craig’s Handling of RTK Request in Harmony Montgomery Case

A Manchester alderman has asked the state’s attorney general to look into Mayor Joyce Craig’s office and its handling of a request for emails from the mother of Harmony Montgomery, the seven-year-old girl allegedly murdered by her father.

Now Gov. Chris Sununu has gotten involved, contacting the AG’s Office regarding the matter and decrying Craig’s lack of accountability.

“It is about leadership. You have to be able to be transparent, be responsible, be accountable. Unfortunately, there hasn’t been a lot of accountability out of the mayor’s office,” Sununu told NHJournal Thursday.

Sununu contacted Attorney General John Formella’s office after hearing complaints from Manchester Alderman Joseph Kelly Levasseur about Craig’s questionable handling of a Right to Know request.

“I received a message from local leadership in Manchester. I brought it to the attention of the attorney general and asked if they were looking at it,” Sununu said.

Michael Garrity, communications director for Formella’s office, said the matter is under review.

“We are aware of the matter. We have not made a determination regarding any potential next steps,” Garrity said.

NHJournal filed its Right to Know request with Craig’s office last month soon after the affidavit detailing Harmony’s gruesome murder was unsealed. It was the first time the public learned what police said happened to the little girl. Additionally, the affidavit also sheds light on the failures of the Division of Children, Youth and Families to keep tabs on a child known to be in an abusive home, as well as the response of other officials, like Craig.

NHJournal requested any emails sent to Craig by Harmony’s mother, Crystal Sorey, as well as any response from the mayor’s office. Craig’s office ignored the request, made under the state’s RSA 91-A, and did not respond until contacted by an attorney well after the statutory deadline had passed.

The eventual response from the City of Manchester’s IT Department claimed there were no emails between Sorey and Craig’s office.

In reality, there were at least two: A Dec. 29, 2021, email from Sorey to Craig pleading for help finding her child; and a response from a member of Craig’s staff to Sorey declining to offer any aid and informing Sorey to call 911 if she felt her daughter was in danger.

At that point, Harmony Montgomery was already dead.

Craig’s mishandling of the matter is symptomatic of her failed leadership in Manchester across the board, from housing to education to the opioid crisis, Sununu said.

“Unfortunately, Manchester has had a leadership problem for quite some time. Joyce Craig’s leadership style is to hide under the desk and blame everyone else. And it’s a shame because with the unprecedented amount of money and support around schools and mental health and the opioid crisis, the rest of the state is redesigning their systems and providing opportunities for their citizens,” Sununu said.

“The people of Manchester should be furious that they’re being left behind.”

Craig isn’t seeking re-election, instead launching an exploratory committee for a bid for governor in 2024.

One candidate hoping to replace Craig in the mayor’s office, Republican Jay Ruais, said Craig and her staff should have done more for a desperate mother.

“When a person reaches out in crisis, every effort should be made to address their concerns, follow up, and assist in making appropriate connections while using the power of the office to make a difference,” Ruais said.

Ruais also faulted Craig and her team for ignoring a Right to Know request, saying it creates an atmosphere of distrust between the elected representatives and the public they are supposed to serve. 

“The mayor’s office needs to be accountable, transparent. and swift in its actions when working with the public. The failure to release these records contributes to the already growing distrust of our elected officials in Manchester,” Ruais said. “A good leader making good decisions should have no problem being open to the people who elected them. Manchester has a right, and the mayor’s office has an obligation, to communicate what is going on in City Hall. Anything less than full transparency is completely unacceptable.”

Levasseur is angry with the way Craig and her office seem to be covering up the emails. His email to Sununu, sent Wednesday night, demands some form of accountability.

“I would appreciate (an) AG’s Office investigation into the city of Manchester’s IT Department. Couldn’t find the email? How many other RTK requests has that department covered up for Craig?” Levasseur wrote.

Shannon MacLeod, Craig’s chief of staff, did not respond to a request for comment on Thursday. MacLeod is also the staffer who initially ignored NHJournal’s Right to Know request for the emails.

“When an extremely important email sent to the mayor’s office goes missing- (could not be found after a FOIA request by the IT Department), it leads one to question the level of trust we can have in our city officials,” said Lavasseur. “I believe the attorney general of this state should be investigating the city’s IT Department and the mayor’s office to find the actual reason a specific email from Harmony’s mother could not be found. The answer from our IT Department raises more questions and concerns. The citizens of Manchester deserve answers.”

The puzzling aspect regarding Craig’s actions is the fact Sorey’s email to her office has already been reported in the press and is a matter of public knowledge. NHJournal sought a copy of the email as well as any response after the unsealing of the murder affidavit filed against Harmony’s father, Adam Montgomery. 

That affidavit, written by Manchester Police Detective John Dunleavy, states the investigation into Harmony’s disappearance started when representatives with the Division of Children, Youth and Families reported they could not find the girl on Dec. 27, 2021. 

Sorey had already called Manchester police on Nov. 18, 2021. The affidavit does not indicate police received any communication from Craig’s office following Sorey’s email to the mayor’s office.

Craig Administration OKs Tax Dollars for Drag Show at Manchester West High

Manchester Mayor Joyce Craig’s administration is paying for a drag show at West High School, and using taxpayer dollars to do it. Specifically, federal tax dollars designated for COVID relief.

The city is spending $4,000 for the high school’s June 2 Pride Event, taken from American Rescue Plan Act (ARPA) funding. That includes $500 to pay drag performers to appear at the public school.

The funding was approved through the city’s Community Event and Activation Grant, or CEAG, program, according to documents obtained by NHJournal.

Craig, a Democrat who is mounting a run for governor, did not respond to a request for comments about drag shows at a city high school or the use of COVID relief funds to pay for them.

But at least one Republican raised eyebrows.

“Is this really the best use of taxpayer funds?” asked New Hampshire Department of Education Commissioner Frank Edelblut.

Edelblut, a Republican, is considered a likely gubernatorial contender if Gov. Chris Sununu does not seek a fifth term. 

Edelblut’s office stressed the Department of Education has nothing to do with the funding or approval process for the Manchester West Pride Event and drag show. According to documents reviewed by NHJournal, school administrators went to the City of Manchester’s CEAG with an application earlier this year.

“We are looking to get equipment that is sustainable and durable for many more Pride celebrations and activities at West to come,” Manchester West art teacher Richella Simard wrote in the grant application.

Manchester School District Superintendent Jennifer Gillis stood by the taxpayer-funded drag show in a statement, but she noted student attendance is optional.

“As a district, we support and care for all of our students as they learn and grow … Events such as this are consistent with the goals of our community-developed strategic plan, and in line with district policies,” Gillis said.“As with other years, this is an after-school, extra-curricular, opt-in event.”

Gillis made sure to acknowledge the city is paying for the drag performance, and not the school district,

“In prior years, it’s been well-attended, including students, families and members of the West Side community. This year, the group organizing the event applied for and received a Community Event and Activation Grant from American Rescue Plan Act funds through the city of Manchester. Although this is a school event, the district and partner organizations are working to help support the school as needed.”

Simard’s list of Pride equipment on her grant application includes a photo booth and film, a PA system, tables and chafing dishes, as well as an additional $500 for unspecified “Pride decorations and swag.”

The items do not appear to qualify for ARPA funding under federal guidelines.

Manchester’s own CEAG web page lists the approved uses for the money; “With guidance from the Department of the Treasury Coronavirus State and Local Fiscal Recovery Funds Final Rule, this program calls to action community-based projects that address public health, public safety, the economic recovery of impacted sectors, educational disparities, and more.”

Manchester School Board Member Jim O’Connell said the city is responsible for vetting the applications under the CEAG program, not the School Board.

“It’s the city’s deal. We didn’t measure it or look at the qualifications for it,” O’Connell told NHJournal.

The city pushed the grant application to the School Board, which then approved the spending this month. O’Connell said any amount more than $5,000 requires board approval, but in cases of grants or gifts, that approval is considered pro forma. The board simply allows the school to use the grant that had already been vetted and approved by another agency, he said.

Manchester West has been hosting Pride events at the school since 2018, though two were held online due to the COVID-19 pandemic.

O’Connell said he supports the drag show performance at the public school.

“I don’t have any problem with a youth pride event for our LGBTQ students and others,” O’Connell said.

At least one Manchester West parent does have a problem and wrote to public officials, including Gov. Chris Sununu and Edelblut, expressing concerns. The parent, whose name is redacted, said the Manchester schools have more pressing issues, such as providing a quality education to struggling students.

“Rather than focusing on essential aspects such as graduation rates, reading scores, and effectively tackling issues like bullying, the district seems to be allocating resources and attention toward irrelevant events like drag shows. This misplaced emphasis is a clear indication that the district is failing in its fundamental duties towards our students,” the parent wrote. “Taxpayer dollars should not be sponsoring drag shows.”

The total estimated cost for the June 2 Pride event is more than $6,000. Of that, $4,000 is coming from the city’s CEAG program, and the rest from unspecified matching funds, according to Simard’s grant application. 

Not surprisingly, Tina Kim Philibotte, chief equity officer for the Manchester School District, said the event is crucial for the lives and well-being of LGBTQ students.

“Events like this Pride celebration continue in West High School’s tradition of honoring youth voices in ways that feel meaningful to them,” said Philibotte in a statement. “Joyful spaces where LGBTQ+ youth feel loved, celebrated, and centered is the work of public education.”

The Manchester Public School District is currently facing a legal challenge to its policy of keeping information about students’ behavior secret from their parents, particularly behavior involving sex and gender. A mother who asked about her child’s actions at school was told she had no right to know and school officials declined to answer her questions. During oral arguments before the New Hampshire Supreme Court, the district’s attorney argued that parents who don’t like the policy can simply pull their children out of school.

“If the parents want to make a different choice, they can homeschool, or they can send their child to a private school; those are options available to them,” said attorney Meghan Glynn.

Manchester Public Schools: Parents Who Don’t Like Secrecy Policy Can Take Their Kids and Leave

Call it the “Don’t Let the Door Hit You” Defense.

During oral arguments in a lawsuit over its policy of keeping parents in the dark about their children’s behavior, the Manchester School District’s attorney told the state Supreme Court that parents shouldn’t be able to challenge the district’s policy. Instead, they should pull their kids out of public school and go somewhere else.

“If the parents want to make a different choice, they can homeschool, or they can send their child to a private school; those are options available to them,” said attorney Meghan Glynn.

The district is being sued over its policy of keeping students’ behavior related to sex and gender secret from their parents.

Richard Lehmann, the attorney for the Manchester mother going by Jane Doe, who filed the lawsuit, said parents have the right to know if their children are being socially transitioned in schools with the aid of school staff.

Manchester School District lawyer Meghan Glynn told Supreme Court justices that parents who don’t like the district’s policies can send their kids to private school.

“The real issue is not a school reporting on what a student is doing in school, but for the school to report what the school itself is doing in school,” Lehmann said.

Lehmann rejected the argument that Doe’s lawsuit was an attempt to force the district to out LGBT students to their parents. He argued that it is about a government entity usurping parental powers and making decisions in place of a parent.

“This is the government substituting its own judgment over a parent’s judgment when it comes to gender identity,” Lehmann said. 

Jane Doe stated in her original complaint that she found out in the fall of 2021 that her child was using a different pronoun and gender identity at school. The school’s name was withheld in court documents to protect the child’s identity.

The mother spoke with school staff, including the student’s guidance counselor. According to the lawsuit, the mother made it clear she wanted her child to be called by the name and pronouns the child had at birth while in school.

Even though the staff she spoke to initially agreed, the mother received an email from the school principal stating that the mother’s instructions were being overridden due to the district’s policy. According to the lawsuit, the principal stated that the district’s policy requires school staff to keep such matters secret from parents if the child so chooses. Even if staffers agree to use the child’s true gender identity when speaking with the mother, they would be obligated to not tell the mother if the child wished to be identified as something else.

The policy states teachers and staff are not to tell anyone about a child’s gender identity without the express consent of the child. School employees are also directed to use the child’s biological pronouns and given name when talking about the child to people who do not know about the nonconforming gender identity.

Last September, Hillsborough Superior Court Judge Amy Messer ruled in favor of the school district, declaring parents ultimately do not have the right to direct how their children are to be educated in public schools.

“(T)he right to make decisions about the care, custody, and control of one’s child is not absolute,” Messer wrote.

Because Justice Anna Barbara Hantz Marconi has recused herself from the case without giving a reason, the court may issue a 2-2 tie decision. If they do, Messer’s original ruling will stand.

On Friday, Glynn maintained the Manchester school staff, and officials did not lie to Doe about her child’s gender identity. They simply followed policy.

“If the issue, in this case, is truly that the district has a constitutional duty to report what the school is doing, the school has met that burden,” Glynn said.

Glynn said that parents have the right to have their voice heard when the district crafts policies, and they have the right to vote out school board representatives who pursue policies they do not support. A comment from Justice James Bassett seemingly rebuked this line of reasoning.

“Constitutional rights are not up for a vote,” Bassett said.  

In fact, parents’ rights are coming up for a vote in the New Hampshire House. Last week, the House Education Committee cast a 10-10 party-line vote on SB272, the Parents Bill of Rights. The full Hous is expected to vote on the legislation, which is supported by Gov. Chris Sununu, later this month.

Glynn cautioned the justices that if they decide in favor of Doe and parents’ rights in this case, more lawsuits will likely come.

“The next case up is going to be the case of a student,” she said.

Fentanyl Blamed for Soaring Nashua Overdose Deaths

The number of opioid-related overdoses first responders treated in Nashua rose sharply in March, up nearly 80 percent over the previous month, according to stats compiled by American Medical Resources (AMR). It is yet another sign the state’s opioid crisis continues in its two largest cities.

Chris Stawasz, the Northeast Regional Director of Government Affairs at AMR, said medics responded to 87 suspected opioid overdoses in March; 62 in Manchester – up 13 percent from February and 25 in Nashua – up 79 percent from February.

While the total number of opioid-related overdoses for the year in both cities is trending lower than last year’s record-setting high, 2023’s death count continues to rise. Last month, there were 10 suspected opioid deaths in Nashua and Manchester, with three in Manchester and seven in Nashua. 

Nashua is getting hit particularly hard this year, according to Stawasz. Suspected fatal opioid overdoses in Nashua are trending 29 percent higher than last year. Even more alarming: one in four suspected opioid overdoses (27 percent) in Nashua this year have been fatal.

AMR medics have responded to 224 suspected opioid overdoses in Nashua and Manchester through the end of Marc,h with 35 resulting in suspected opioid OD deaths; 21 in Manchester and 14 in Nashua.

Jay Ruais, who’s running for mayor of Manchester and has had his own struggles with addiction, points a finger at Mayor Joyce Craig’s management during the ongoing crisis.

“Our city needs to alter our approach to this crisis, the current trajectory is clearly unsustainable. We must grow our police department and fully empower them to go after drug dealers while building better systems for vulnerable individuals at critical intervening moments in our hospitals, jails, and schools.

“As Mayor, I will work to ensure we are coordinating with all those fighting to improve our community and save lives,” Ruais said.

Why are such a high percentage of overdoses becoming deaths? Stawasz believes fentanyl is the culprit.

“The significant increase in deaths is attributed to very potent synthetic fentanyl,l which is now found in all types of illicit substances,” Stawasz said. “People who are using illicit substances can have no idea that what they are using contains synthetic fentanyl – or how potent the synthetic fentanyl in the product is. Synthetic fentanyl can be lethal the first time you use it, knowingly or unknowingly.”

In all, there were 62 suspected opioid overdoses in Manchester during March, bringing the year-to-date first-quarter total to 173. The total number of suspected opioid overdoses in Manchester is currently trending the same as last year on an annual basis, with 12 percent of all suspected opioid overdoses responded to by first responders in Manchester this year having been fatal.

There were 25 suspected opioid overdoses in Nashua during Marc,h bringing the year-to-date first-quarter total to 51. The total annual number of suspected opioid overdoses in Nashua is currently trending 15 percent lower than last year on an annual basis, Stawasz said.

Manchester Gets a ‘D’ From Truth in Accounting Org Over Rising Taxpayer Debt

As three-term Mayor Joyce Craig prepares to leave office later this year — possibly to run for governor — she’s leaving behind $276 million in debt, a hole in city budgeting most taxpayers know nothing about.

That is the finding of the nonprofit Truth in Accounting project, which analyzes government budgets and reveals what the public books would show if industry practices were followed.

The Illinois-based 501(c)3 recently looked at the financial reports for New Hampshire’s two biggest cities, Manchester and Nashua, and found both laden with debt that isn’t always disclosed to residents. That type of debt and tax hiding is hurting taxpayers and harming communities, said Sheila Weinberg, co-founder and president of Truth in Accounting.

“We really believe that our representative forms of government are being harmed because citizens are making decisions on tax policy, spending policy, and who they even vote for based on misleading or wrong financial information,” Weinberg said.

On a grading scale of A through F, Manchester and Nashua got D’s from Truth in Accounting, partly due to the lack of transparency.

Looking at the 2021 audited financial reports for each city, Weinberg found Manchester taxpayers face $276 million in debt, while Nashua residents have $272 million thanks to practices like inflated revenue projections, understating the true cost of government functions, and counting borrowed money as income.

In Manchester, clearing out that debt would cost $5,800 per resident. According to the report, it would cost $7,300 for each Nashua resident.

The biggest accounting problem Weinberg found is how the two cities report retirement and healthcare benefits for city employees. In Manchester, the city only recently started including total employee compensation costs in financial reports. Before that, the city would not report how much taxpayers would be paying to fund the pensions and healthcare of employees once they retire.

“That is going to have to be paid by future taxpayers. So these employees are gonna retire, these employees are not gonna be working for future taxpayers, right,” Weinberg said. “But those taxpayers will be responsible for paying for their healthcare when they retire.”

Manchester taxpayers are shouldering a $267.5 million bill for unfunded pension obligations and $54.3 million in unfunded “other post-employment benefits,” or OPEB. Nashua’s split is $221.9 million in unfunded pension obligations and $76.4 million in unfunded OPEB benefits.

 

Manchester Mayor Joyce Craig announced she is leaving office after years at the helm, letting the next mayor deal with the more than $300 million in unfunded taxpayer obligations.

Jay Ruais, the Republican candidate for mayor, called the report a wakeup call on the need for a fiscally-responsible chief officer in the Queen City.

“A mayor has a responsibility to be a steward of the taxpayer’s dollar and to manage the city’s finances responsibly,” Ruais said. “Our city cannot reach its full potential if we treat taxpayers like a piggy bank and fail to properly plan and prioritize our budgeting, both now and in the future. Using one-time funds for long-term projects, the routine increase in taxes and spending, and the inability to make difficult choices put the city on a dangerous fiscal path.”

Neither Ward 2 Alderman Will Stewart nor At-Large Alderman June Trisciani, both Democrats running to replace Craig, responded to a request for comment.

According to Weinberg, elected politicians tend to spend money that should be going to pensions and OPEB obligations to keep taxes low and fund more popular government programs. This cost-shifting just pushes the bill onto future taxpayers, while politicians appear to be balancing their budgets while keeping taxes low and funding services, she said.

Truth in Accounting’s mission is to show taxpayers the real cost of their government.

“We have worked for years to recast government’s financial reports to show a truer picture of their financial condition, bringing business accounting to these financial statements instead of the political math that is used by the governments,” she said.

 

Mayor Craig’s Manchester School Budget Called Irresponsible

Now that she doesn’t have to run for reelection in Manchester, Mayor Joyce Craig is leaving the city with a school system that is losing students and a budget that relies on $30 million in one-time funding. 

Craig’s proposed 2024 budget uses $30 million in COVID relief funds to pay for ongoing school district expenses like salaries and staff benefits, as well as transportation costs. Craig’s use of temporary revenue will become a problem for whoever takes her job next. Craig recently announced she is not running for a fourth term.

Jay Ruais, a Republican running for mayor, said Craig’s budget for 2024 is irresponsible.

“Using one-time funds for recurring costs is a band-aid approach, not a long-term solution to our city’s needs, and is a practice that will continue to harm us down the road,” Ruais said.

“Communities like Manchester will continue to face significant education funding gaps as long as the state continues to underfund public education and downshift costs to local taxpayers. I encourage the legislature to pass pending legislation that reinstates state contributions for teacher retirement and increases State Adequate Education Aid,” Craig said during this month’s annual budget address.

Craig blames a drop in state education funding for creating the need to use federal funding for operating expenses this year. In fact, state aid has increased on a per-pupil basis. It’s falling enrollments that are costing the district funds, leaving taxpayer groups to ask why the city needs more money to educate fewer students.

According to data from the New Hampshire Department of Education, since 2000, enrollment in Manchester schools has fallen by nearly 28 percent. At the same time, per pupil costs have risen more than 55 percent.

Craig’s office did not respond to a request for comment.

Victoria Sullivan, a Republican considering another run for mayor, said Craig is going to leave the city by giving residents a tax increase after she’s long gone.

“The increased tax burden facing the taxpayers next year when the city has to reconcile the budget without the tens of millions of Cares Act, ESSER, and ARPA funds that have been irresponsibility used will either force significant layoffs across our city or force rents and property taxes to skyrocket,” Sullivan said. “Our citizens cannot afford this short-sighted budget or the inevitable consequences of it.”

Manchester’s projected State Adequate Education Aid grant comes to a little more than $44.8 million for 2024. That’s based on an anticipated average daily attendance in the district of 11,601 students.

Since the State Adequate Education Aid is based on those attendance numbers, the city’s adequate funding depends on its ability to keep families and students. Last year, with more than 12,000 students, Manchester schools got more than $45.5 million from the state, meaning the projected 2024 grants are hardly a large drop in funding. 

In 2014, Manchester was getting more than $46 million from the state in adequacy grants thanks to the fact it had more students. At the time, Manchester’s average daily attendance was more than 13,000 students.

Manchester isn’t alone in losing students. According to data released by the New Hampshire Department of Education earlier this year, The Granite State has seen a 22 percent drop in the number of students since 2002. That year, there were 207,648 students enrolled in schools in 2022. The number has fallen to 161,755 enrolled for the current school year. Meanwhile,  the cost per pupil has gone up an average of 78.4 percent since 2000. 

Craig’s $390 million total 2024 proposed budget for the city and school district is headed to the Board of Alderman for approval. Of that, the school district budget is about $190 million. Craig boasted in a recent budget address she’ll be able to lower local real estate property taxes under her plan using money left over from the Elementary and Secondary School Emergency Relief Fund, part of the CARES Act.

The ESSER funding was sent to districts in order to make sure students were still getting an education during the COVID emergency. The U.S. Department of Education recommended using the money to support remote learning for all students, especially disadvantaged or at-risk students, and their teachers.

Ruais said Manchester is ready for leadership that knows how to balance a budget without tricks.

“Our city cannot achieve its full potential unless we have a fiscally sound budget. Year after year we see taxpayers footing the bill for irresponsible spending practices, as taxes continue to go up,” he said.

 

Manchester On Track To Break Grim Opioid Overdose Record

Manchester is breaking new ground in misery as the Queen City death totals from the opioid crisis keep rising. It is a crisis, Republicans say, driven by illegal fentanyl pouring over a border Democrats refuse to secure.

Manchester and Nashua experienced a record-high number of opioid-related overdose deaths last year. Manchester is on track to exceed that number in 2023 said Chris Stawasz with American Medical Response.

“There were 18 suspected opioid deaths in Nashua and Manchester in February. That is the most suspected opioid deaths in one month for Nashua and Manchester combined since tracking began in 2015.”

Nashua suffered 44 opioid-related overdoses last year, the most since 2018 when 35 people died. Manchester saw 79 people die from opioid overdoses in 2022, the highest number since 2017’s 67 deaths. More troubling, while Nashua is estimated to see a slight dip in deaths this year, Stawasz anticipates Manchester’s death toll to reach 111, the most ever.

Synthetic fentanyl, the type being smuggled over the southern border by Mexican cartels, is the most likely culprit for the increase in deaths. Fentanyl is used in counterfeit pills, and it is used to lace other illegal drugs.

“The significant increase in deaths can most likely be attributed to very potent synthetic fentanyl which is now being found in nearly all types of illicit substances,” Stawasz said. “In many cases, people who are using illicit substances have no idea that what they are using contains synthetic fentanyl – or how potent the synthetic fentanyl in the product is. Synthetic fentanyl can be lethal the first time you use it, knowingly or unknowingly.”

Fentanyl is responsible for the majority of overdose deaths in the country, according to federal government statistics. In 2021, 90 percent of all overdose deaths were connected to the drug. And most of that is coming from Mexican cartels who are producing the synthetic drug using ingredients from China, then using their control of the southern border to smuggle it into the U.S.

“The source of fentanyl is Mexico and its drug labs,” said Todd Bensmen with the Center for Immigration Studies. “I’m not seeing any evidence that the Biden administration is interested in damming up the source.”

Gov. Chris Sununu acknowledges New Hampshire is being hit hard by the opioid crisis, but he noted it is part of a national problem.

“States across the country are seeing a rise in opioid-related deaths and New Hampshire is not immune. Every death is tragic; it is someone’s son, daughter, and family member,” Sununu said. “The bottom line is that fentanyl is now in all different types of substances, whether that be cocaine, methamphetamine, fake pills, or vape cartridges – assume it is in anything and everything.

“There is no safe experience with substances, unless they are prescribed by a provider, and taken only as directed by the person they are prescribed to.”

Getting a handle on the crisis in Manchester calls for more police support, and getting cops the tools they need to do the job, said Jay Ruais, a Republican running to replace Democratic Manchester Mayor Joyce Craig.

“We must provide greater resources for our police department to go after drug dealers and fight for bail reform at the state level to keep them off our streets,” Ruais said. “Additionally, most who suffer a fatal overdose have previously overdosed, meaning we have to build better systems for individuals when they are at their most vulnerable like in hospitals, jails, and prevention programs in schools. Solving this crisis doesn’t cost more money. It requires prioritization and better coordination with existing community partners.”

Sununu announced a new PSA campaign this year, “No Safe Experience” to educate Granite Staters, especially young people, about the danger of fentanyl and other illegal drugs. Expected to run through the fall, the campaign includes video and public service announcements, social media campaigns, an informational website, billboards, and highly visible signs, posters, and materials that will be widely disseminated across the state and made available to schools, and an active media campaign to share that there is no safe experience through personal stories and data. 

Londonderry Cops Dump Homeless in Manchester

Manchester’s homeless crisis isn’t being helped by police departments from surrounding communities dropping off their own homeless people in the Queen City. 

“Manchester has become ground zero for the homeless problem,” Police Chief Allen Aldenberg told WFEA radio host Drew Cline on Wednesday.

Aldenberg said he has been confronting other New Hampshire police chiefs over the practice of bringing homeless people to Manchester for months. Rather than addressing their local homeless issues, they are relying on Manchester to provide care and services. Last month, Aldenberg witnessed officers from Londonderry bringing a homeless man to the city and leaving him outside a shelter.

“It’s bad enough when other states do it to me,” Aldenberg said, “but when a neighboring community is doing it to me it’s even worse.”

Manchester Police spokeswoman Heather Hamel said the Londonderry officer did not secure a space for the man inside the shelter and simply left him in the city.

“The shelter had not been contacted prior to the officer’s arrival, and the officer did not go inside,” Hamel said.

Londonderry Police Chief Kim Bernard did not respond to a request for comment on Wednesday, nor did Londonderry Town Manager Michael Malaguti,

Hamel said Aldenberg has since spoken to Bernard, and the two chiefs now have a good working relationship.

“The two chiefs spoke. All is good,” Hamel said.

But Aldernberg is putting other communities and their law enforcement agencies on alert. Continue to dump your problem on Manchester, and you will get ‘named and shamed.’

Aldenberg told Cline other communities are regularly transporting their homeless population to Manchester where they get essentially left to fend for themselves. At one point, the large homeless encampment on Manchester Street was largely made up of non-Manchester residents.

“When that camp over at 199 Manchester Street was going, 60 percent of those people were not from the city of Manchester,” Aldenberg said.

It’s not just New Hampshire communities who are using Manchester as a destination for homeless people. Sanford, Maine police drove a homeless woman 60 miles to Manchester in December and dropped her off outside a shelter. The shelter had no space for the woman, and she was found to be suffering from frostbite, according to a report in Manchester InkLink. Hamel said that kind of move happens frequently.

Sanford Police Chief Craig Andersen did not respond to a request for comment on Wednesday, though he has reportedly since apologized.

The woman found herself stranded when she learned the shelter had no space for her. She made her way to Mayor Joyce Craig’s office in City Hall seeking help. The woman was treated and later brought to a shelter in Portland, Maine, where space had been secured for her by Manchester officials.

While there may be little that officials can do to stop other communities from using Manchester to take care of their homeless population, Aldenberg has let other police chiefs know he will start shaming chiefs of departments who leave their homeless in Manchester.

“No chief wants to be publicly embarrassed,” Aldenberg said. “I let them know if you do this to me again, I’ll make an example out of you.”

Aldenberg’s officers recently oversaw the eviction of about 60 homeless people from the camps set up downtown. The tents are gone, for now, but the homeless people are still in the city he said. He’s trying to work with homeless people and city and state agencies to address the crisis.

“Obviousl, they’ve gone to other parts of the city which we need to address. We’re not going to arrest our way out of this problem,” he said.

Judge Clears Way for Manchester Homeless Sweep

Backed into a corner by a steady stream of negative press over the city’s homeless crisis, Manchester Mayor Joyce Craig got the legal go-ahead to clear a downtown homeless encampment.

Craig announced the evictions earlier this month in response to public outcry over the encampments downtown, with the original plan to clear the streets by Tuesday. However, the New Hampshire ACLU filed for a temporary restraining order to block the city from removing the homeless people, halting Craig’s plans.

On Tuesday, Superior Court Judge John Kissinger ruled the city can remove the approximately 50 homeless people from the sidewalk as the encampment represents a danger to the community at large.

Kissinger cited recent deaths, as well as close to 400 calls for police service at the camp, including assaults and drug overdoses.

“Considering the grave risks to public health and safety posed by the ongoing presence of the encampment on public sidewalks in downtown Manchester and the availability of safe alternatives for the people living in the encampment, a temporary restraining order is not justified,” Kissinger wrote.

Craig announced Tuesday the camps will be cleared Wednesday, with space being made available through a partnership with the YMCA to create a women’s shelter at the former Tirrell House. That space is the result of Gov. Chris Sununu’s intervention at the state level.

The city is also opening a temporary warming shelter with cots at the William B. Cashin Activity Center.

“City employees and non-profit partners have been working around the clock to ensure the health and safety of both the individuals experiencing homelessness in Manchester and the community at large,” Craig said in a statement released Tuesday afternoon.

Craig’s staff did not respond to NHJournal when asked if there would be enough space for all the homeless people being evicted.

Stephen Tower, a staff attorney with New Hampshire Legal Assistance, expressed disappointment in Kissinger’s ruling and cast doubt on Craig’s ability to adequately shelter the people she is evicting.

“Without a plan to immediately relocate and provide a higher level of shelter and services, this eviction will only perpetuate the cycle of chasing these houseless individuals from place to place, alienating and endangering them further,” Tower said.

Gillies Bissonnette, legal director with the New Hampshire ACLU, did not respond to a request for comment.

Also on Tuesday, Sununu sent a pointed response to a recent letter from Craig and seven other Democratic mayors attempting to shift the blame for their communities’ homeless problems onto the state. Craig, Nashua Mayor Jim Donchess, Berlin Mayor Paul Grenier, Franklin Mayor Jo Brown, Dover, Mayor Bob Carrier, Somersworth Mayor Dana Hilliard, Claremont Mayor Dale Girard, and Laconia Mayor Andrew Hosmer blamed Sununu in their Jan. 3 letter for not doing enough.

“The state has always and will continue to be open to meaningful collaboration on this issue with your cities and other municipalities across the state,” Sununu wrote. “However, politically motivated letters merely muddy the water and make that mutual goal of collaboration more difficult to achieve.”

Sununu’s letter recounted the millions of dollars the state has already put into dealing with homelessness and housing.

• $100 million for InvestNH to make rapid investments in more affordable housing
• $20 million for families in crisis through this winter
• $4 million to build statewide healthcare access for individuals experiencing homelessness
• $4 million for emergency shelter bed capacity and expansion in addition to our typical$2.9 million annual general fund appropriation
• $2.25 million for the landlord incentive program
• $1 million for winter warming shelters

Meanwhile, Sununu has repeatedly noted Craig and the other mayors are sitting on a combined $73 million in unspent federal funding that could be used on homeless shelters and services.

Alderman Joseph Kelly Levasseur said if Manchester residents want someone to blame, they should look to the other communities around the state, many with Democratic mayors, who have the resources to shelter some of the state’s homeless but are content to see them shunted off to the Queen City.

“Manchester is the dumping ground for the rest of the state,” Lavasseur told NHJournal. “If every community took just two or four people into their towns, the relief they could provide — not only to the city of Manchester but also these homeless persons — would be incredibly powerful. This has to be a state-wide issue dealt with by all towns, counties, and cities in New Hampshire.

“Manchester cannot continue to do this on its own; and provide our property owners and taxpayers the level of comfort, safety, and quality of life they deserve.”
