‘Hostile’ Somersworth Mayor Leaves School Job

He won’t be getting a gold watch, but Democrat Dana Hilliard is walking away with close to $50,000 in taxpayer money.

Hilliard, the long-time second in command in the Somersworth School District, announced this week he is retiring from the job he hasn’t done for months. Hilliard has been on leave since last spring due to accusations of unprofessional conduct and creating a hostile work environment. 

Hilliard, who is also the elected mayor in Somersworth and a top Democrat in Seacoast politics, was set to restart his job at the opening of the school year. But he stayed away when the local teacher’s union announced its members protested and held a “no confidence” vote. It saw 94 percent of members voting against Hilliard’s return.

The union’s no-confidence statement reads:

“I do not have confidence in Dana Hilliard’s ability to be an effective leader in the Somersworth School District. I do not want Dana Hilliard to return to work in the Somersworth School District because his history of behavior shows that he makes it more difficult for educators to achieve the District’s mission, which is ‘to inspire all students to excel, to develop a thirst for knowledge, and to teach the essential skills necessary to be caring, contributing, and responsible individuals in an ever-changing world.’”

Interim Superintendent Lou Goscinski released a statement Tuesday announcing Hilliard’s decision to retire.

“Dana Hilliard has announced his retirement from the district effective October 6, 2023. Dana’s decision allows him to pursue other professional and personal opportunities. Dana wishes to express his gratitude for the 23 years of service he spent working in the district,” the statement reads.

According to Foster’s Daily Democrat, Hilliard will remain on the district payroll through Oct. 6, receiving his regular salary the entire time. Hilliard is paid more than $125,000 per year. On top of the pay, Hilliard is taking home $19,422.80 for 40 unused vacation days, $10,455 for 123 unused sick days, $12,624.70 in retirement benefits, and another $5,000 for opting out of the district’s health insurance.

Hilliard went on paid leave after district employees filed a complaint about the way he treated staff. Superintendent Lori Lane, also named in the staff complaints, went on leave, too.

School Board Chair Maggie Larson reprimanded Hilliard and Lane earlier this year for the way they treated staff. Lane negotiated an exit with the school board in July after an independent report detailed her and Hilliard’s toxic behavior.

An independent report found Hilliard and Lane yelled at and belittled staff members in private meetings after those staffers voiced opposition to proposed budget cuts at public school board meetings. One teacher told the investigator she was afraid of Hilliard, and other staff members said Hilliard was known to yell and throw things at people when he was angry.

Teachers also told the investigator Hilliard was mired in an obvious conflict of interest in his job and his position as the city mayor. According to the report, Hilliard kept his elected city position in mind when he made budget decisions for the school. Hilliard would cut staff and programs at the school rather than make those cuts in the city or raise taxes, the report states.

Somersworth Mayor Truant from School Job

Fall is here, and students are back in their classrooms, but Somersworth’s Assistant School Superintendent Dana Hilliard is still not in the building.

Hilliard, who is also the city’s long-time Democratic mayor,  was scheduled to return to his school job Monday after months of leave over alleged unethical conduct. That was until last week, when 94 percent of the local teachers union, the Somersworth Association of Educators, voted against him coming back.

There are currently no calls for Hilliard to leave his elected position as mayor despite allegations of conflicts of interest. In Somersworth, the mayor and city council have the final vote on approving the school budget, meaning Hilliard essentially votes to pay tax dollars to himself.

“If he were a Republican, people would be after his hide,” said Ken Hilton, a Republican who made an unsuccessful bid to unseat Hilliard.

The union’s no-confidence vote does not have any force of law on Hilliard’s job. But the resolution makes clear the tension in the community over Hilliard.

“I do not have confidence in Dana Hilliard’s ability to be an effective leader in the Somersworth School District,” the union’s resolution reads. “I do not want Dana Hilliard to return to work in the Somersworth School District because his history of behavior shows that he makes it more difficult for educators to achieve the District’s mission, which is ‘to inspire all students to excel, to develop a thirst for knowledge, and to teach the essential skills necessary to be caring, contributing, and responsible individuals in an ever-changing world.’”

Hilliard went on paid leave this spring after district employees filed a complaint over his treatment of staff. Superintendent Lori Lane, also named in the staff complaints, also went on leave. Lane resigned this summer. 

Interim Superintendent Lou Goscinski declined to discuss details of Hilliard’s job status when contacted by NHJournal on Tuesday.

“He remains out on leave, but I cannot discuss the type of leave,” Goscinski said.

Goscinski confirmed Hilliard is on paid leave, meaning he is still collecting his taxpayer-funded school salary, which clocks in at more than $100,000 a year.

Hilliard declined to respond to requests for comment.

Hilton said Hilliard and his family are well-known and liked in the community, and the situation surrounding the mayor is sad. Hilton claimed that Partisan politics of power override what’s best for the city residents.

“Democrats never resign in disgrace; they just keep going,” Hilton said. “If you’ve no standards, who’s to say that’s wrong?”

Hilliard, director of operations for the district, reports to the school superintendent, not the school board. That means the board is unable to fire him. Lane could have fired Hilliard, and now Goscinski can fire him.

Hilton said there is still time for Hilliard to do the right for the people of Somersworth. It might be time for someone else to step into the city leadership role.

“I have been praying Dana would repent and choose to do what is right and good,” Hilton said. “You want to see good leaders in there.”

At Mayoral Forum, Dem Stewart Says Manchester Suffers From ‘Structural Racism’

The issues of homelessness, crime, and opioid addiction dominated the conversation at the first mayoral forum in Manchester on Wednesday night. They also revealed a divide between the approach the candidates would take to address them, with Republican Jay Ruais urging more policing, while the three Democrats raised concerns about equity and discrimination.

“Structural racism does play a role in this city; we are not immune from that,” warned Alderman Will Stewart (D-Ward 2) in front of a crowd of several hundred people at the Rex Theatre. Ruais and Stewart were joined on stage by Ward 1 Alderman Kevin Cavanaugh and At-Large Alderman June Trisciani.

As mayor, Ruais said he would increase public safety by giving police the tools they need to protect the Queen City. “We have got to get violent criminals off our streets,” Ruais said. He also supported closing a loophole and allowing police to prevent more people from camping in public spaces.

One striking difference was in the responses to a question about Manchester Police Chief Allen Aldenberg’s plans to use data to focus police activity in neighborhoods considered crime hotspots.  

Stewart and Trisciani worried that policing focused on tacking criminal hotspots would lead to racial profiling.

“Over-policed neighborhoods based on hotspot data, those are marginalized communities,” Stweart said.

Rather than targeted policing in high-crime areas, Stewart proposed efforts to get people to know one another in their neighborhoods, like block parties and other social events.

Triciani favors a community policing approach incorporating hotspot data while striving for equality. “We still need to treat everyone equally,” Trisciani said.

Cavanaugh suggested there could be some creative ways for people in non-hotspot neighborhoods to still feel safe while police were tackling crime.

For Ruais, the solution is filling the 22 empty positions in the Manchester Police Department and letting those officers do their jobs. “We have to create a better environment for our police,” Ruais said.

Ruais viewed to help get rid of the state’s bail system, which he said is keeping violent criminals on the streets. “We need to fix our broken PR bail system,” Ruais said.

When asked about issues of diversity in the city, Ruais was the only candidate to answer part of the question in Spanish.

Taxes and spending were also part of the conversation. Cavanaugh and Stewart both said they supported letting voters decide whether to give the Manchester School Board the power to create their own budget, independent from city government. Ruais opposed it, saying Manchester taxpayers were already under too much stress.

On the proposed $800 million commuter rail project, all three Democrats supported the idea, and Trisciani wants it to extend to include Concord. Ruais said none of the proposals for a rail line connecting Manchester to Boston made fiscal sense. “I understand the why; I have yet to see the how,” Ruais said.

A financial analysis of the rail proposal anticipates the construction and operation of a Manchester station at an estimated $51 million, all from city coffers.

Manchester can’t afford a rail line given the school district’s aging buildings, unaffordable housing, and a city budget Ruais called a ticking time bomb that uses one-time federal grants to pay for ongoing expenses.

“When do the taxpayers get a break?” he asked.
